Utah's New Innovation Fund Featured at the E&I Summit
This year's Wilson Sonsini Entrepreneur and Investor Life Sciences Summit (E&I Summit) featured a panel titled "Driving Innovation in Utah: The Utah Innovation Fund".
Featured on the panel was Keith Marmer, chief innovation and economic engagement officer at the University of Utah; Jefferson Moss, House Majority Whip and associate commissioner for innovation with Utah's System of Higher Education; and Gabi Tellez, a consultant with Intermountain Ventures. The panel, moderated by BioUtah President and CEO, Kelvyn Cullimore, focused on a $15M Innovation Fund created during the 2023 legislative session. The panel also discussed how to more broadly translate and commercialize discoveries at our academic institutions as well as provide a road map for life sciences innovation at the Point of the Mountain.

Dr. David Bearss, To Be Awarded 2023 Utah Governor’s Science Medal
The Utah Governor’s Office of Economic Opportunity has announced the award recipients for the 2023 Governor’s Medal for Science and Technology, in the fields of K-12 education, academia/research, and industry.
One of Utah's esteemed life sciences leaders, David Bearss, PhD, will be awarded the medal for industry. Dr. Bearss is the president, chairman, and CEO of Halia Therapeutics. His mentorship and achievements are transforming therapeutics and strengthening Utah’s life sciences community. He has started numerous companies, including, notably, Tolero Pharmaceuticals in Lehi, Utah, that resulted in a successful exit to Sumitomo Dainippon of nearly $1 billion (a state industry record).
"BioUtah looks forward to celebrating this well-deserved recognition of Dr. Bearss and the other award recipients at the Governor's upcoming One Utah Summit," said Kelvyn Cullimore, president and CEO of BioUtah.

BYU BioHive Chapter Hosts Panel Discussion
As part of the BioHive initiative, student chapters are being formed to advance the awareness of life sciences as a career choice. On April 5, 2023, the BYU BioHive Chapter hosted a panel discussion about career opportunities and Utah's thriving life sciences industry. The event kicked off with a presentation from Aimee Edwards, executive director of BioHive. The panel was moderated by BYU BioHive Chapter President, R. Claire Johns Gonzalez. BioUtah CEO, Kelvyn Cullimore participated on the panel along with Denali Chief People Officer, Cindy Dunkle, and Chad Pollard, CEO of Wasatch Bio Labs and co-founder of Renew Biotechnologies, both companies licensing technology developed at the Y.
Over 60 students attended and left inspired. BioUtah applauds Clair and her team for creating the BioHive buzz on the campus of BYU. |

Sen. Romney's Deputy Chief of Staff Kelsey Berg Moves On
Kelsey Berg, Senator Romney's deputy chief of staff announced that she will be leaving the senator's office to take a position with Larry H. Miller Company as vice president of government relations. Berg has been a champion of Utah's life sciences industry, recently touring several BioUtah member companies. BioUtah thanks her for her many services to our industry and wishes her well in her new position.

Opportunity for Early-stage Founders to Apply for the University of Utah's Master of Business Creation Program
The David Eccles School of Business at the University of Utah announced the creation of its master of business creation (MBC) program. The program is available in person or online. It is a great opportunity for founders to grow their business with help from school of business' top-ranked program for entrepreneurship. Everyone accepted into the MBC program receives a scholarship to pay for all or most of the tuition costs. They also get personal help from faculty, mentors, and access to more than $5 million in funding and grants. Anyone interested should apply now to enroll in fall 2023 or spring 2024.

Utah's Life Sciences Industry is #1 in growth from 2012-2021
In 2018, the University of Utah’s Kem C. Gardner Policy Institute reported economic data comparing Utah's life sciences industry to similar communities nationwide covering the period of 2012-2017. That report showed Utah was the fastest growing life sciences community in the country during that period. In preparation for release of a fully updated report this Fall, the Institute issued an interim Research Brief covering 2012-2021 that explains how the upcoming full report will be more detailed, comprehensive and refined.
This Research Brief provides some interesting insights. Among them:
- Utah averaged 5.7% annual growth from 2012 to 2021 making Utah the fastest growing life sciences community in the country for that 9 year period.
- In 2021, Utah had a life sciences employment concentration of 2.9%. Only Massachusetts had a greater percentage of total jobs in their state dedicated to life sciences at 3.7%
- The report also confirmed that minority employment in the life sciences in Utah is equal to or higher than the national average in virtually every category.

VALID Act Reintroduced
The VALID Act has been reintroduced in the House by Reps. Larry Bucshon (R-IN) and Diana DeGette (D-CO). Last year, bill proponents sought to move the bill as part of user fee reauthorization legislation and the omnibus spending package, but neither effort was successful. While some changes have been made in this latest version, academic medical centers and other stakeholders aren't fully on board.
The bill would create a new category of in vitro clinical tests (IVCTs) that includes LDTs and IVDs, which the FDA would regulate. CMS, through CLIA, currently regulates LDTs.
AdvaMed, in a statement, expressed its support for the measure.

HHS Releases National Cancer Plan
HHS April 3 released a National Cancer Plan. The plan was drafted by NCI and NIH, in collaboration with the Cancer Moonshot, HHS, and representatives from the cancer community. The plan includes eight essential goals and accompanying strategies that outline what must be accomplished to prevent more cancers, reduce deaths from the disease, and improve the lives of everyone after a diagnosis with cancer.

Drug Price Controls Could Cloud Future of Orphan Drugs
Orphan drugs are the fastest-growing segment of the pharmaceutical market, but the Inflation Reduction Act (IRA) clouds the future of new treatments for rare diseases, says a report released last month by Evaluate. Orphan drugs targeting only one disease are exempt from the IRA's drug price controls, which chills incentives to show a drug can address secondary diseases.

TRIPS Waiver Expansion
The Office of the U.S. Trade Representative (USTR) has requested that the U.S. International Trade Commission (USITC) launch an investigation into the impact of expanding the current TRIPS Waiver for COVID-19 vaccine to COVID-19 diagnostics and therapeutics. The USTR supported the initial TRIPS Waiver approved by the World Trade Organization.
The investigation will help determine the US position on expanding the waiver. The USITC is accepting written comments with a May 5, 2023 deadline. An expansion of the waiver, with US support, would have significant implications for intellectual property protections and ultimately, discourage investment and innovation in new testing, medicines and cures.

FDA Releases Transition Plan for Medical Devices Issued EUAs
The COVID-19 public health emergency is set to expire on May 11. On March 24, the FDA issued final guidance on the transition for medical devices brought under the special emergency use authorizations (EUA). In the guidance, the agency explained what steps medical device companies will need to take if their product had an EUA or pandemic exemption.

NON-DILUTIVE FUNDING: MONTHLY G2G REPORTING SERVICE WEBINARS

BioUtah has partnered with G2G Consulting, a Washington DC-based firm, to track the announcement of government grants available for life sciences companies. G2G recently released their March report with 144 new non-dilutive funding opportunities. Please click here to review that report.
Every third Friday of the month, G2G hosts this online event to give life sciences companies the chance to learn about non-dilutive funding opportunities, such as grants and BAAs that could accelerate company growth.
Here are some highlights from the March report:
- Joint Warfighter Medical Research Program (GBG p.13, line47) – for companies with existing R&D initiatives supported by DoD that are close to achieving objectives but need additional funds to get projects over the finish line. Funds cannot be used for new projects or basic research.
- Women’s Health (GBG p. 15, line 60) – NIH will be accepting proposals on chronic conditions that disproportionately affect populations of women who are understudied, underrepresented, and underreported in biomedical research.
